Economics was dealt with fairly briefly. There are three bottom lines for a Redevelopment District:
Therefore a municipality looks to employment-generating land uses and minimizes the cost of recreational land uses. There are other constraints to consider for this project such as flood plains, ridge lines, and traffic.
Traffic was a matter of great concern to the attendees. The intent is to establish a Dockweiler to Lyons road and eliminate the 13th street railroad crossing. There would be a round-about from Dockweiler to Placerita to Lyons. Few in the room felt the configuration would allow the necessary flow of traffic. We were assured a traffic study would be done later in the week to show that there would be adequate circulation.
There was also a proposal for a small equestrian area on the Circle J slope, it would be accessed by part of the road intended for emergency use. Circle J residents were not pleased and wanted clarification.
