During the circulation of the NOP and Initial Study to public agencies, several issues were raised [public comment meeting]. General responses are provides in italics after each comment.
- Grade differences at Railroad and crossing – how to accommodate? This comment is addressed in Section 2.0, Project Description.
- Why has the City not considered extension of Dockweiler to Market Street? This will be addresses as apart of the NNSP Stage II analysis.
- How does EIR take into account what occurs in NN [North Newhall] area? This Draft EIR addresses this comment.
- What are the land use projections for the immediate area around Lyons and Casden property
- alignment of Dockweiler – estimated traffic counts for specific traffic areas – still considering alignment with Via Princessa to the north
- PUC needs to know this information as well.
- Conceptual development plans were used for analysis of impacts in this Draft EIR. Final development design will be analyzed in Stage II.
- Use type of traffic before Placerita Canyon was closed because traffic volumes were much higher. Traffic volumes used in this Draft EIR analyzes Valley-wide buildout.
- Traffic circle – residents with trailers will not be able to get around circle. This issue will be addressed inStage II.
- Concern about traffic circle under consideration. This issue will be addressed in Stage II.
- Due to grade coming down/type of vehicle involved/at its weakest point when the need is the greatest (i.e., fire evacuation from Placerita Canyon). This issue will be addressed in Stage II.
- Traffic diversion while Railroad Avenue under construction – where does it go? Mitigation presented in Section 5.6, Transportation and Circulation, addresses this issue.
- Include additional map for projected buildout and visualize land use on properties. This issue will be addressed in Stage II.
- Traffic studies on Dockweiler – Master’s College – parking impacts and restriping road on Dockweiler – would be impacted by Stage II of project - analysis should be included (parking on street and restriping of road) – those Dockweiler residents Hidden Knoll/deputy Jake Drive residents will be impacted and should be notified of future meetings. This issue will be addressed in Stage II.
- Valencia Vista HOA needs to be informed & included in future meetings. Valencia Vista HOA has been notified of all meetings and is on the City’s mailing list for all public hearings.
- Assume Dockweiler will be cut-through road – what are the minimum width requirements on Dockweiler needed – parking requirements – need additional parking and park on-street – how will this be addressed. This issue will be addressed in Stage II.
- 13th Street intersection going into 12th Street is unsafe – left turn from Railroad – not designed for today’s traffic – terrible when it rains – respect for Placerita Canyon residents and the rural nature of the community – rigs need to be long enough for pulling livestock – Melody Ranch movie trucks aware of what goes into and out of single lane – if built out correctly, nice if Placerita Canyon Road can be bypassed and preserve rural lifestyle. This issue will be addressed in Stage II.
- As a bicyclist – consider bikes and pedestrians in crossing design. Lyons Avenue right-of-way accommodates bicyclists.
- Placerita Canyon special community – opportunity to enhance lifestyle if designed properly. This issue will be addressed in Stage II.
- Create improved map – Lyons/Dockweiler connection. Detailed design plans are included in this DraftEIR.
- Better estimate of quantity of projected buildout – difficult to comment if don’t know population projections. Traffic volumes used in this Draft EIR analyzes Valley-wide buildout.
- How to bridge Newhall Creek? How design? Concrete bottom or sides? This issue will be addressed in Stage II.
- Three left-turn lanes needed from Lyons to Railroad – comparable to Bouquet Junction Nelson/Nygard study. The traffic study prepared for the project did not determine that three left-turn lanes were warranted.
- What does the SCRRA say about removing 13th Street and providing connection at Lyons? Are they concerned about train approaches/station operations being affected? City staff is in communication with SCRRA. SCRRA will receive a copy of this Draft EIR for review and comment.
- When train is in station, would crossing be closed. Longer and more trains and huge gridlock. Freight trains. Crossing too close to train station. The traffic study did not conclude that there would be impacts; however, SCRRA will be given the opportunity to comment on the Draft EIR.
